I'd say no, its obviously not going to cost that amount to ship the item.
Attempts to circumvent eBay fees is against their policies and can be reported.

i never had a problem with people doing this method, i thought good luck to them, they have found a money saving way to not pay ebay full fees, but then someone did point out that the dodgy sellers could use this trick, sell you a duff item, and when you go to claim back your money you wont get p+p money back so it is one to look out for.0

There is one VERY good reason why I am only too happy to report listings like this.
In the "good old days"
A T-shirt might be charged postage @ anything from £1-50 to £3-50 max, and thus, when browsing, the current selling price had some meaning.
With all the fee avoidance currently taking place, selling price has NO MEANING at all and in fact, may as well be listed with the postage.
When a T-shirt listed at 99p is in fact more expensive than one selling for £19-50, there is something wrong..... And YES I know the "total price" is the issue from a buyers point of view, but because of the fee avoidance, one has to trawl through every damn line of a bloody listing just to figure out just how much the damn thing is !!!!!
If the "selling" price visible included P+P, this would resolve the issue.

If carriage is legit (I doubt greatly) that shirt must be a lot heavier than this one...
