Cameron hopes to win back disaffected Tory voters...

Decline in electorate confidence...
Just looking at the Conservatives performance since 1955 when they were elected with almost 50% of the Electorate voting for them, then a steady decline to 1955 when they achieved a modest 42% of the vote.
Since 1955 all parties have struggled to even keep their heads above the water, what could have caused such a change with the Electorate?0 -

It's not black and white but I think you can have it both ways. Welfare for the serial unemployed, immigration, policing & criminal justice, (the) human rights (farce), the EU, taxation, foreign aid, defence -- on those you'd probably find that a majority of the electorate broadly shares views that are traditionally Conservative. Welfare for the real needy, general social policy, education, housing, public services - especially the NHS, business regulation & consumer affairs, transport -- on those you'd probably find a majority view more liberal and to the left of traditional Conservatives.
The coalition's policies are all over the place, partly because of the Conservative LibDem compromises, and partly because politicians in general tend to listen to and worry about all sorts of influences other than the people who might actually vote for them -- civil servants and quangocrats, the media, the chattering classes and self-appointed intellectual elite, the EU, the USA etc.No-one would remember the Good Samaritan if he'd only had good intentions. He had money as well.

It also makes the savings they claimed would be made from the CB less and when you add on the amount HMRC are saying it is going to cost to administer the system, I'd love to know what the precise savings there will be from this CB change when all that is taken into account. If you make rough policy on the back of envelopes in order to steal headlines at a party conference you shouldn't be surprised when they fall apart.
I think this is always one of the issues with change. Like air in balloon.
You can tinker with something as much as you want but unless you stop doing it (removing the air) you can't actually squeeze it down it just pops out somewhere else.
Governments of any persuasion don't give things away. Many benefits, pensions, NHS, public services etc have been reviewed, changed, squeezed, poked numerous times by different people with alternate views. Within parameters they are running in the most efficient manner largely. Often one thing is withdrawn to make the promised saving only to be rebranded /packaged and given as something else off a different budget line.
