Already gone past the appeal process as its now lodged with the county court ! Let it go all the way and make fools out of them.
Yes I realise that, but maybe it's a way in future to deal with Devere , I'm amazed how few people actually seek advice about them considering what they are like.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.

To have got to Court it's more like to have been an old one, before October I would guess.
I would mention that the BPA Code of Practice includes a line that all PPCs in the AOS scheme have to adhere to applicable laws (or words to that effect). Therefore if the OP did at any time make the PPC aware that the passenger was disabled (in an appeal maybe?) then Devere have broken disability law to continue with this harassment. The Equality Act 2010 has specific provision to outlaw harassment of a disabled person and/or their representative - and THIS IS HARASSMENT!
Also the BPA Code of Practice also says that PCNS 'must not' be issued to a car displaying a valid Blue badge - so if the OP subsequently sent in a copy of that valid badge then it follows from a 'reasonableness' point of view when taking into account the meaning of that BPA clause, that the PCN should then have been cancelled.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

They are going to get a kick in the teeth.
You more than meet the requirement of the equalities act by parking there. So take the owners of Castlepoint to court for breach of the equalties act, a nice £4999 will do.
If you live around Bournemouth, see if you can get it transferred to another court other than Bournemouth.0 -

In much the same way that Devere may lack sufficient interest in the land at Castlepoint/Castlepoint's authority to initiate proceedings on their behalf, the OP cannot make a counter-claim in his own right in respect of an alleged breach of the Equality Act. Such an action should be made by the OP's passenger unless the OP is acting as next friend, for example.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).
