Talktalk mobile questions

Hope someone who uses talktalk mobile can answer me.
Which network do they piggyback off? I seem to remember it being Vodaphone but wasn't 100%, was hoping it was 02 as that's the only signal available where I live.
Are calls to Talktalks helpline free on their mobile? (the 0870 444 1820 number)?
The reason I ask this is that I experience many issues with my broadband connection and phoneline. When I get these issues I'd like to be able to call Talktalk to get something done about it (I'd like to change providers as it's an BT Openreach line issue rather then just Talktalk and neither will deal with the issue, Virgin I tried to swap to but have yet to pull their finger out nearly 2 months after my initial application).
I'd need not only a mobile that works in my area, but a network which doesn't charge me over the odds to call them. I know there is an 0203 number for broadband technical faults too but I'd rather it was free then low cost especially with the hold times which can frequently last up to 30 minutes in my experience.

https://www.weq4u.co.uk could be your saviour. It basically assigns a GEO number to the 0870 number you mentioned but the really clever bit is should you hit a queue just hit 9 and * and it suspends the call and rings you back only when a CS person actually answers the call. Can save loads of mins off your allowance.0 -
