Good cheap PAYG smartphone Northern Ireland + network?

I would really appreciate any suggestions for a good but inexpensive PAYG smartphone which I can get in Northern Ireland which has a decent screen so I can get internet access on it if need be (at free wifi spots, etc.) and also i would appreciate suggestions for networks to go with it as well? As in ones with cross network deals in texts and calls? Appreciate any ideas, thanks a mil!
