cheap phone to allow tethering to kindle HD (pref virgin compatible)

            My iPhone 5 (ios 6) creates a WPA2 "hotspot" that my Kindle 3 works with. The Kindle is a 3G/WiFi one of the basic type. "Personal Hotspot" is a standard feature of ios 6.
 Few of the mobile operators allow tethering unless you pay extra for a tethering option. I suspect the phone specifically flags up to the system that tethering has been switched on. I am using "The One Plan" from Three that specifically includes tethering and has unlimited data.0
