You question makes no sense really. There are dozens of smartphones, if not hundreds. Is your budged unlimited?
iPhone 5, Samsung Galaxy S3, Galaxy Note and, possibly, Google Nexus 4 are believed to be the 'best'. Top of the range Sony and HTC phones are very good too.
Decide what you want, then look for a deal that will depend on your airtime requirements.0 -

Iphone or Samsung, PAYG, as Vodafone changed my tariff, and were trying to charge me over £800 last year, and it was a business tariff, which I didn't change it, and they also accused me of being away on holiday and using it.... I had to fight with them, and they did not even offer me an apology. If I went contract again, I would use it for texting, taking pictures, talktime, everything. I hear the Samsung is very good, and the HTC's0

You will not find any deals on PAYG/sim-free top of the range phones.

Be prepared to pay about £400+.
