If it says PARKING CHARGE NOTICE -Ignore,they will send further demands, just ignore these too.

The advise depends on if it's a Private or Council parking ticket
The giveaway is normally in whoever has issued the ticket, where to send payment & appeals (if it gives a PO Box in some random part of the country chances are it's private).
I would put 10p on it being a private car-park for "permit" holders only, which will be safe to ignore as the most the landowner can sue the driver for is the damages suffered by trespassing onto his/her land, in most cases is a big fat Zero.0
