Running cable is a very easy DIY job. I've done it myself for Satellite TV but not for Cable TV.

Drill the wall if you can because you will invalidate any warranty you may have on the windows. IF/when they need changing you will have to have him back to remove and refit. More cost....
How will you get the cable from the window sill down the wall to look nice?

Drill low down, in the corner, just above the skirting board if you are running the cable on the skirting board.
What i have/would do is lift a floor board and drill below the floor, feed the cable under the floor and pop the cable as close to the tv as poss.
Then if the tv is fitted on the wall, chase the wall or fit some trunking and paint it the same as the wall.

I hate surface cables with a passion and chase them all in the wall.

I always runs extra cables as well to try and future proof.
Just like if you went sky+ you might need an extra coax for the twin LNB, so you could fit the two coax at the same time because it would not cost much more if fitted at the same time.

Cat 5 or 6 to every room as well, very usefully and can be used for most things.
