The problem will be with the phone or SIM card. If you can, rather than wait for the new SIM to arrive, pop into a Vodafone store and get the SIM checked. Although the SIM works fine in your Husbands phone, you could still have a faulty SIM card.

As for your contacts, if you downloaded Kies, you would have been able to back up your contacts, but you would have needed to synchronise your phone with Google and should have backed up your contrats to your gmail account.

You should however, be able to get the contacts back to the phone the same way as you did before the phone was exchanged.

thanks anne, sim still hasn,t arrived. there is a vodafone shop 10 minutes away from our home.

How do i get the contact back onto this phone??x

SMS is not an instant service, if you want an instant service, try an instant messaging app.
If your husband is getting signal and working just fine, then your issue is with the manufacturer not the signal provider.

this is what I have thought along.

Do you think it would be wise to go into a vodafone shop and go from there??

How did the 250 contacts get into the phone in the first place? You've only had the phone for four weeks.

The contacts would would have appeared back on your phone the minute you signed into your Google account.

Do you have a Google account and is it set to sync contacts?

Can't you still import them over from the old Galaxy Ace?
