Back to your MP I'm afraid from the info you have given here. Your case needs to be in the hands of the Parliamentary complaints dept or whatever the title of it is now.
For the record I received £250 consolatory payment, overpayments written off etc. But this was in a long line of historic CSA coc*k ups.

I have a letter from Complaints resolution team which states "i can confirm that any monies owed back to MR X will be paid by the agency and not expected from yourself" i also have my file so have his input in that too.
As i see it the new claim started when they sent MEF to MR X and therefore there are arrears due to me although my maintenance assessment letter states amount of arrears as £ 0.
I am due a call back today so i will find out where we stand, i will take it further if necessary, not sure whether to go to ICE or parliamentary ombudsman.0 -

You cannot go straight to the Ombudsman. They made the complaints procedure a lot more difficult a few years back.
You need to make a complaint through your MP - if you haven't already, but this is a fresh complaint-outlining your grievance about the CSA case officer stating you are not entitled to the £1700 owed to you in arrears. Then wait for their response.
If it's not to your liking then you have to go to ICE. That is a long, painful drawn out process.
I wouldn't be holding out any hope regarding their response today - if you get a call back that is-as you will be fobbed off.
