Disability living allowance - the forecast results of changes over to PIP.

This is an assessment of the impacts of the switchover from DLA to PIP.

Highlights.
8th April 2013: Pilots in the northwest, and parts of the northeast of england. New claimants only.
June: No fresh claims for DLA nationwide.
October: People with changes of circumstance or DLA awards ending soon.
October 2015: migration of everyone else starts.
Feb 2018: nobody on (working age) DLA.

Going into the figures given.
(This does _NOT_ include non-working age)

People eligible for high-rate mobility, for example.
Under DLA, this is projected to be in 2018 760K.
Under PIP - 602K.

Of those reassessed.
30% get more money.
15% get the same.
30% get less
25% get none.

It is mentioned 'a higher proportion will get the highest rate components than with DLA'.
This is largely achieved through the quarter of people that are removed from DLA.

It seems to be the intent to allow those over 65 to migrate to PIP.
'We will invite claims as early as possible from recipients
who have turned 65 after 8 April 2013, when PIP was first introduced. '

Those removed from DLA may suffer other consequences.
For example, a disabled student, currently able to claim ESA, to help with the costs of access to university will now not be able to do so.

    There is no 'low rate' care.

    Over half of people will be worse off.

  • - I would not respond to an invitation for the 65+ group to [early adopt] apply regardless of assurances
    - reporting a change in condition, is a reassessment and migration to PIP even with lifetime or indefinite DLA award

    NOTE : The full IA is needed, it must be around, I haven't found it yet!

  • So when you are 'invited' to claim pip from oct 2013 do you HAVE to claim or can you remain on dla till 2015 and then accept their 'invite'.

    I'm not sure till I see the full IA, my point was, regardless of the assurances of the nice politician saying this date ~ that date ~ no problem.

    What I've read up to now says 'invited' and an invitation to migrate may yet turn out to be an opportunity to reassess per the now three times changed descriptors.

    The nice man says, I'd like to help you with directions, you say, well I wasn't going to bother but yes please I might as well go now, and he directs you to the third gas chamber on the left.

    You will be informed that you have to make a claim for PIP.
    There is no option to remain on DLA if you are asked.
    The order of people being required to change will be somewhat random.

    If there is no 'low rate' what is happening to the people who get low rate Dla when the change comes.

    65+ years only, providing you still qualify!

    That's not the [early] way I read it. Invited is not 'required' my friend, why else would you be invited ? Invited is political speak for "we need guinea pigs in your group for our experiment" My interpretation is, you have everything to lose and absolutely nothing [status quo] to gain. Points :

    - the rules are worlds apart from the qualifying rule hoops you had to jump through when you were [STRIKE]awkward[/STRIKE] awarded
    - accepting an 'invitation' to migrate is accepting an invitation to navigate a new assessment under the new rules
    - there was always a less than implied threat to reassess the 65+ group, to do the bulk group they need a pilot
    - but the pilot is two years away so I can't - Oh ! I know .. .. what I'll do is 'invite' rather than require
    - and wait for the poor unsuspecting and vulnerable trusting 'oldies' to wander into my chamber
