Royal Mail - Are they ripping us off?

I've been living at this address for 7 years. Not once have I had mail delivered on a Monday. I'm sure the postman has the day off. Tuesday's delivery is usually more post than any other day. Is this just me?more dollar$ than sense0

At work today I received a card saying that they can't deliver my item because there's a fee to pay - apparently the sender underpaid the postage.
This would be annoying but Ok, these things happen - except last week I had a card saying I had underpaid the postage and had to pay the difference and the fee.
The question is - do they always charge both parties and nobody notices?
This happened to me last year as well and I emailed Royal Mail and they insist that only one party gets charged but now I'm not so sure
You can take the card to the delivery office and ask to see the underpaid item before deciding if you want to pay. If it is nothing important, you can just walk away without paying and they will then send it to a place in Belfast (costing them even more for the transit!) for it to be destroyed.0
