If speed considered not fast enough - might there be cancelation

I am looking at three options

Virgin
Be
BT
Cannot afford sky

I am moving form London currently on a 16mb connection to a hidden part of (rural to me) Pangbourne. I know I am going to take a hit on the line speed.

Are there likely to be big differences between the listed companies above (Virgin I know is cable).

The reason I ask, is in London, I was with Be on 16mb and BT offered their 40mb, but it proved they could only get 8mb. If the same hub is being used, how can it be there are such differences in speed?

I am a very heavy internet user. I freelance working from home on very large graphical style works, along side having a home network I can log into to get my files where ever I am, also (due to work) am a bit of a media sensory overload person and have TV & Radio stations and online games (monitoring other players) going on at the same time.

If a provider says I can get Xmb/s but I do not, can I cancel without penalty and try the next?

Ideally and I do not understand why, they cannot do a speed check and be firm about what they can achieve. I might even be prepared to pay a small fee for an in house check.

Any ideas on best way to move forward.

    First thing to do ,is to check the exchange serving your new home and check for availability etc on Samknows website - for your usage patterns you need to be very close to the exchange for ADSL2+ to give you a high speed connection.
    Pangbourne exchange itself doesn't appear to have any LLU operators other than TalkTalk:eek: and Virgin cable is not available. It is also listed as a Market 1 exchange so the deals will be more expensive.:eek:
    Also if you are using the lne mainly for business you REALLY need some form of SLA on downtime , ie a business connection - out in the sticks it is entirely possible to lose your line for several days or even weeks!!!
    Finally no provider (as far as I'm aware) will give you any guarantee on synch speed - they all give you estmated line speeds with a default of "up to.." so no easy cancellation routes.

    EDIT - just noticed your comment about BT "offered" 40Mb - only way they could do that is via Fibre connection ie FTTC or FTTH -max on ADSL2+ is 24 Mb

    As above, TT is the only LLU operator, the exchange should be reclassified as Market 2 if so.
    No FTTC on Pangbourne as yet (if ever). With only 2,600 subscribers, it's unlikely you'll see much investment on that exchange in future.
    No free lunch, and no free laptop ;)

    No firm states a speed that is expected - and will always be 'up to'. This is not a reason for a no fault termination, unless they provide a connection that exceeds this limit.

    .....reclassification of exchanges seems to be way down the list of priorities for OFCOM...my exchange has had Sky equipment installed for over 6 months but no sign of reclassification to Market 2 which would give me the option of lower prices with Plusnet:(.
    And as Pangbourne no chance of ADSL2+/FTTC unless the money is made available under BDUK project.
    Think the OP is on a hiding to nothing;moving to Pangbourne, at this time ,will sink his "business" model.

    Have you tried raising the classification issue with Plusnet-or even direct with OFCOM?
    No free lunch, and no free laptop ;)

    It has been raised with Plusnet - but the answer is that OFCOM have sole responsibility - Someone on the Plusnet forums got a reply from OFCOM which basically stated that no date had been agreed for an updated classification list to be issued.:(
