Lower speed than sold with Sky

Before entering a contract with Sky I was told that my internet speed would be between "9.6Mbps - 16.4Mbps".
It was around 7mps when I first received it in September but quickly fell to below 7mbps, often being between 5-7mbps and disconnects atleast once a day.
I have made a complaint to sky on two occasions and they have said:
"I have conducted a test on your Broadband line, and the result has indicated that there are errors on the line which has made the speed inconclusive, hence the speed is dropping.
I have now escalated the issue to the Customer Solutions Team ( CST ) for further investigation. The CST team have the engineers who will work on this. The engineers will ensure to eliminate all the errors on the line and will stabilise the line. They will make sure that you receive the maximum speed on the line within the next 72 hours."
However, it has been 4 days since this e-mail and the speed remains the same and I have heard nothing from them.
I am paying £14.50 a month for the first 6 months, and then it'll go up to £24.50 a month.
Is it worth demanding a lower tarriff for such a poor speed or instead leaving Sky and using a different, cheaper provider? I live by myself so the bill is paid solely by me so makes a difference every month!
Any suggestions would be great. :j

I realise it says its 8mbps, but I never get over 7mbps even with the Ethernet plugged in.0

I also used uswitch.com to check other speeds in my area:0

Actual data transfer rate is always less than the sync speed due to overheads.
The key figures are you line attenuation of 34 db, and noise margin of 7.6 db.
A 34 db line could be expected to sync at at least 10 mbps
Could you repeat the test whilst plugged into the test socket under your master sockets face plate.
If you are alredy plugged into the master socket and have no wired extenstions its probably not worth trying.That gum you like is coming back in style.0 -

I'd never seen it before either so I also ran the test to check it...LOL...I'm apparently double everyone else in my area. Including other customers on the same ISP. I would not rely on the figure on that site at all.
Disgraceful considering consumers would make decisions based on that information.0
