No it isnt, the second is an inflated rate to make up for the lack of standing charge, it isnt a standing charge.
In most cases it doesnt make a lot of difference if you have a standing charge or a no standing charge (two tier) tariff, however in some cases like the OP that has very small usage or people that leave the property for months at a time it makes sense just to pay for what they use and not pay the standing charge.

I switched from dual fuel a couple of months ago at the end of my old eon contract. Electric went to Scottish Power fixed unitl January 2014 at a great saving over the then current eon rate and the gas went to eon energyonline.
Today I received a letter from eon telling me that the gas prices were going up from 18th January and my eagle-eyed wife noticed that under "your new prices" it has a new line which is 27.395 per day standing charge with gas unit prices reducing. I guess it was designed to be missed .... don't know if they'll be some who do miss it.
For someone currently spending around £20'ish for gas hob that standing charge is a pretty big hike.
So you got a letter on Tuesday regarding the increase in prices?
That was quick. E.on only made the announcement on Monday - anyone else get a letter from E.on on Tuesday about this?
Anyway, I think there must be some error in the correspondence you received. Earlier, the E.on Company Representative: Helena informed us on this site that those on an existing NSC tariff would not be moved to a standing charge tariff (unless, of course, the customer preferred to) unless it was a fixed term tariff which expiresHiya Candy53,
Just to be clear, we will only be bringing this in for new tariffs we launch from September. All customers on existing tariffs will be able to stay on them.
If you’ve got a tariff with an end date, then when your tariff comes to an end, you would then need to move on to one of the new tariff’s.
It was in the latest re-set press release.

Yes, I too got a letter on Tuesday about this and they are definitely applying a standing charge to my account. I am not on a fixed term tariff and have never paid this charge before.0

Hi Guys,
You're right that we have changed some of the tariffs, this was done the same day as the price increase announcement, so the Standard tariff will move over to a single rate with Standing charge. (As posters have said they have received a letter about this)
What I said is August was correct at the time.
We do still have three tariffs that will remain on two tier pricing, these are no longer for sale.

Just wanted to register my surprise and disappointment that eon didn't take the opportunity of simply saying in the letter "this is what you spend per year on your current plan and this what it will be under the new plan". Clarity is a part of decent ethics.
Stating that the new charge averages say 8% more is going to lull a lot of people including me into a false sense of security. My gas charge will go up by in round figures by around 400%.

You don't say which region you are in, but checking a comparison site in the Eastern region for £20 worth of gas from Ebico indicates nPower would probably have been your best bet.
No daily standing charge, but 2 tier charging as you presumably are already on with E.on. On top of that, they offer £57.75 annual discount.
Yes they would actually pay you about £30 a year to use their gas! :beer:
(For the sake of £5.25 per year you could opt to pay them quarterly by DD, so avoid any issues with overpriced monthly payments - they'd still be paying you about £25 a year to use their gas)

I've looked again at this and I have cancelled ebico and given this a shot via quidco which is currently offering me a £30 cashback. Plus the £50 annual npower rebate means that they rae setting up a direct debit of minus £2 monthly ... it will be interesting to see how that progresses. If it works I should be being paid around £55 in the firs year and £25 annually thereafter to use their gas. Can't see them not wheedling their way out but let's see.
I received an email from eon this morning after I'd notified them of my moving and evidently they have received (already:huh:) a very positive response to this steep increase and they have said:Hello uk1,
thanks for getting in touch.I'm sorry to hear you've decided to switch supplier.We've changed the way we price our tariffs due to a huge amount of feedback from customers to say it was too complicated to work out before when we had two different rates. We've had a great response from customers in regards to our new, simpler pricing structure but I understand that we will never please all our customers with any changes we make.

Evidently the changes in tarrifs aren't as a response to government telling them to simplify. They were listening to us. Bless them. Saying that customers are complimenting them on the clarity of their new tarrifs but sending them unclear notification letters about the changes seems a bit contradictory. The notice letters are written by experts and this was written to ensure a number of people were suckered. They obviously think we are all dumb.
I wish there was a company that had competitive rates and good service.0 -

I was only using very little gas just for occasional cooking during a recent quarter [85 days] and had a bill for £2.31.
I wonder how much of that represented a daily standing charge? :undecided".....where it is corrupt, purge it....."0
