Cancelling Sky within the first 7 days

Just wondered if anyone could help clear something up for me.
My parents joined Sky using the MSE offer in October. Anyway there was problems with the signal so they cancelled it on the third day it went live as we received less channels then we did it was on freeview. Had to call on the fourth day to get it actioned.
They paid £10 upfront fee because that's how the offer was via MSE for Sky but that paid for the first part of the line rental so the initial payment would be £11.25 + £10 upfront fee = £22.25 for a whole months service.
From my understanding and from what Sky initially said this should be refunded in full due to their cooling off period and also because it was within the first 7 days anyway. However, they retained the £10 and then charged an additional £1.50 from the day it went live to the day it cancelled.
I'm not too fussed about the £1.50 but shouldn't the £10 be refunded?
When contacted, the responded with a sentence finished half way so no explanation given.
