Blair didn't invest. He threw money.
I would bet every government department could lost 15-20% of its budget and perform better if they were managed appropriately.
I don't disagree with your improvement suggestion.
Do we ever know if anything has been improved, made mor eeficient, more cost effective?
I wonder how the welfare changes under Universal Benefit, or the NHS reshuffle will actually be measured? (Could be applied to any change made by any goverment.)
I wonder how we will ever really know if they have been a success? Whether expected benefits have been fully realised or will tehy simply be morphed into the next incarnation?
I wonder if will will be able to identify all cost/processes/outcomes that are put into the blender with those that spew out the other end?

You're probably right about Blair. Cameron and Osbourne will probably come into the same category now seeing that they had all the answers but unfortunately it was for different questions.
