I'd recommend Horrid Henry, he might not be quite able to read it himself yet but it won't be long and in the meantime mum could read it. They come in an easy reader version too if you wanted something more accessible and are full of the cheeky grossness that appeals to that age.
I'd highly recommend Horrid Henry too, very popular in my household. When I was browsing eBay earlier, noticed someone had the boxed set up for sale:
