As you seem to be getting nowhere fast try Jessica Gorst-Williams who writes 'Jessica Investigates' in Saturday's Money Section of the Daily Telegraph. She seems really helpful with people's various money problems, but your dad would have to write to her himself (rather than you on his behalf) as she is not able to help via a third party (see below for details and address to write to)
"Because of the volume of mail received, it is not possible to respond to every letter and correspondence cannot be entered into. Please do not send original documents or stamped and addressed envelopes. Responsibility, legal or otherwise, for answers given cannot be accepted. Cases currently with an ombudsman, going through a court of law or sent to other columns will not be considered.
In addition I cannot take up issues when the writer is a third party, other than in exceptional circumstances. I cannot respond to e-mails. A full postal address, a signature and daytime telephone number are needed. Please address letters to: Jessica, Your Money, The Daily Telegraph, 111 Buckingham Palace Road, London SW1W 0DT."A chicken crossing the road is poultry in motion0 -

parents contacted direct debit again - they were told email them all the details
parents told icesave that they were to contact direct debit at 4pm.
icesave finally got their act together and involved their financial director.
icesave confirmed they had changed the sort code and account number
icesave financial director contacted cahoot giving them till tuesday to investigate providing them with details of the trace.
money was in a holding account in madrid.
