    He is very unlikely to be re-housed, if (and I'm making assumptions here) he's a young guy who would not living with the children and he has no health problem which would make him a priority for council housing.

    This could be why he wants to stay!

    A woman with 2 children is more likely to be re-housed.

    I'm not suggesting it will necesseraly work; but if you don't even try, you can never know.

    Its very hard for one person to make a relationship work if the other person has decided that its over. There's very little point telling the willing partner to try harder.
