There is no need to do that, just forward the letter to popla and the dvla, they will decide if there is a problem with the letter, by your description there is. The email address for the dvla is below for you

Why ? It's not much to scan/photo a letter and write a quick email of complaint. 5 minutes job done, it probably take longer to phrase a post hereWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

Email or write to them and demand the popla code, tell them they must supply it within 35 days or it will be automatically dropped per the code of practice from the bpa.
I have already demanded a POPLA code within 35 days period in my reply to their second letter - it was 18 Dec, their reply dated 4 jan. Is it valid enough to tell them to get lost?0 -
So.... as per Stroma's and ManxRed's advice I am to email DVLA (foi@dvla.gsi.gov.uk) and POPLA to say PE is in breach of the Code and also write to London Councils re. PE not providing POPLA details.

37.3 If you receive a challenge or appeal about the issue of a parking ticket, you must stop work on processing the ticket immediately. You must not increase the charge until you have replied to the challenge. You must acknowledge or reply to the challenge within 14 days of receiving it.
