            I would write to the council and explain the situation that Mr Aa owns the flat and used to live there. He rented it out to your girlfriend who paid the council tax bill (but it was still in his name) -anyproofyou have of tenancy agreements, move in dates,proof of money coming from her bank account etc wouldbe usefulat this point and the onx date you moved in.
You will owe the money back to the date youmoved in. How your name got on the electoral role Idon't know -maybe the benefits office told the council or one part of the council told another part (actually in fact I think if you get a postal redirection there is a bit onthere about the post office lettings agencies know somaybe they told them?). Anyway you willowethe money and need to payit back.
Your girlfriend should have changed thecouncil tax into her name when she moved in (and the landlord should have also told the council he had moved out). Make sure that you get it sorted and when/if you move learn to get it all sorted for next time.

            As long as only one person is actually living there, you and your landlord have no problem and the discount is correct. Just phone the council tax people and explain the situation.
But because you and your girlfriend both live there, the discount is not correct. You should instead tell the council tax people the date when the place changed from one person living there to two people living there and they will send you a corrected bill with the arrears that you and your girlfriend will need to pay.
The landlord should really tell the electoral registration office their true address because they are still entitled to vote in national and EU elections for 15 years after leaving the UK.0 - 
            No one has asked you your nationality? If you are not originally from the UK then you may need to also check the validity of your being on the Electoral Register. Not all foreign nationals are entitled to be on the electoral register.John0
