Water Supply Cut Off, Meter still increasing

Me and the fiancee have just bought a house which was a reposession.
We are going through the proces sof meter readings and reconnections. We have taken a couple of meter readings over the last few days and have noticed that the reading is slowly increasing.
The confusing thinbg is, as far as we are aware, the water supply to the house has been cut off (due to it being a repo). I am instantly thinking leak, but where would it be?

they don't cut off water to properties even if its a repo.
Turn off the internal stoptap and look at the meter,if still moving its a external leak between meter and inside stop tap, if it stops moving its an internal leak possibly toilet0 -
deanos is correct, but call you local water authority and ask for a technitian to attend the property, you will have an area tech officer attend and he will investigate it for you.
if you have an internal leak, he may be able to pin point it for you.
more often than not with water meters, the rubber seal under the meter gets pinched on fitting the meter to the stop tap and seap water past the meter enabling it to clock on is there water in the chamber for the meter?0
