Again, a letter from an unknown company demanding monies for something that did not happen could easily be perceived to be a scam.
If the company didn't do due diligence before sending it out, then they are lackadaisical, if not negligent.
Technically, this is the case, however in the days before it was illegal to mis-space a registration plate, mine looked a little like something it wasn't (it could either have been that, or about 3 others, as it was spaced in a way that it read a Russian word), and when one of the others was cloned, I had a number of bits through for a car that wasn't even the same make as mine. I wasn't the only foreigner with a similar plate, obviously.
I'm not saying that this is the case, but occasionally people do get things wrong.

Well, reading "They claim I have had car accident, last March, while I was uninsured, driving a car I have never heard of.", there is an extremely high likelihood of them expecting monies, unless they just wrote to have a chat about the weather...Where in the OP's posts does it state that monies are being demanded?0
