So the upshot was from not replying to their three demands for payment and threats of CCJ and bankruptcy and criminal record etc was that they resorted to phoning me many times. I usually did not answer or told them that I was someone else and that the person they wanted was away. However on one occasion I did answer and told them that I would like them to take me to court. The fee is currently at £150. Since ignoring their last few calls they have given me a two month break. But I did receive a photocopy of the original parking fine in the post with no explanation. And that was it. Who knows perhaps the next step will be a small claims court summons???!!! Thanks for your help everyone.

Yours was ECP so there will be no Court; ECP haven't a clue about court. I see you were not the thread starter so for a moment I thought this was CEL you were talking about (who do try small claims but don't often bother to turn those papers into hearings, they just rely on the threat to scare people into folding and paying).
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
