Why do ebay put sellers in this position?

Please - this is terrible advice and will get the OP a seller warning.
OPen an NPB , wait the full 4 days and if no payment received close it. At that point (and not before then sheds) the buyer is unable to leave feedback. If buyer pays while case is open then they can still leave feedback.
Do not under any circumstances leave a false positive, this really annoys other sellers as buyer can then get strike removed easily and seller gets a warning for feedback abuse.
Make sure you have your seller restrictions set to not allow buyers to bid if they have 2 or more strikes in a 12 month period
Also unless a full NPB case is opened the buyer won't get a strike- so selelrs that let them get away with this are just encouraging the buyer to do it again.
Shed's advice was just about wrong in every respect.

what happens if I choose the 2nd option - cancel the transaction ? do I get my seller fees back ?0 -

Once a buyer does this twice to sellers who give strikes they are unlikely to be able to bid on most sellers items- so they effectively ban themselves from ebay.

Except it's not - there are plenty of viable sites to sell on. Some of those sites rely on third-party systems such as Paypal to provide payment services, so it's a problem that is part of the system but not really eBay's fault as such.

I added the word "near" as an afterthought because to some extent I agree with you. But (other than Facebook groups, which I don't really count in the same way) I think eBay commands the vast majority of online private selling. I have had another NPB. I did rin g the number given ( opticians) and was told the guy`s father had just died.....why do I not believe them. He was quick enough to have a bidding war a few days before!0

I don't bother chasing them at all now, I just go straight to the NPB and concentrate on those buyers of mine who actually pay.
