Item never arrived. Seller blames me!

I bought an item 3 weeks ago....a camera lens.
It never turned up, I did contact the seller after a week to progress it, in case he'd been delayed sending it out etc. His response was that he'd sent 2nd class post the day after I paid for it, which was within an hour of the auction ending.
I asked him for tracking details - the lens cost just over £95 - so we could chase it with the Post Office.
His comment was surprising... he'd sent it 2d Class..NORMAL POST!!
He's also saying it's my fault since I should have contacted him if I wanted anything other than normal post. Yeah, right. There was no other option offered anywhere in his auction, and at £7.50 P&P I'd have assumed it would have been a more secure option than just slinging it in the post.
He's now in effect told me take a hike and won't be corresponding with me any more, and that I need to chase the Post Office as he sent it and has no responsibility. I know he has, but not sure what I do next?
What do I do to get my money back? He has over a feedback of over 250 and is verified.

Just open a full Item not received case immediately, escalate it straight away and come back if seller does anything silly with the dispute.I’m a Forum Ambassador and I support the Forum Team on the eBay, Auctions, Car Boot & Jumble Sales, Boost Your Income, Praise, Vents & Warnings, Overseas Holidays & Travel Planning , UK Holidays, Days Out & Entertainments boards. The seller has to refund you, open a case eBay will back you, its his loss you should never send anything of that value without tracking.0

Agree with the posts above.
I've just weighed my biggest 270mm zoom lens - 625g. That would cost £7.55 to send Special Delivery, even allowing for packaging. So unless this lens is something very unusual, the seller has charged almost the SD postage anyway, but thinks it's OK to send 2nd class AND expects his buyer to chase up RM if it goes AWOL!0 -

As soon as you look at the price they charged for postage - it screams out 'special delivery'.
Bet he decided to cut corners to save a few quid.
Still time for it to turn up though.0 -

I'd assumed he'd send SD. The lens was a 40-150mm for a four thirds camera... so not the heaviest at just under 300grams.
I'll drop him one more message out of courtesy and then head over to eBay if he doesn't respond and start behaving sensibly.
Thanks to all the kind folk who posted, it's much appreciated.if i had known then what i know now0 -
I am with the seller on this. How dare you not receive an item that was not delivered to you. Terrible
I bet you nail the chimney up to stop santa coming.
He used the wrong postal service and will be kicking himself at the loss. You may need to read his replies with your eyes closed when you put the dispute in.

Just to say it's quicker if you open Item not received via PAYPAL rather than ebay,as you can escalate the case straight away rather than wait 8 more days.
Paypal will try to revert you back to an ebay claim but at the bottom of page you can "continue with paypal claim"0 -

I wouldn't bother, just open the claim today. What an idiot! Not you mate, the seller. Why would you send nearly £100 of stuff anything other than special delivery? I'm certain you'll get your cash back and then he'll have to put in a claim with Royal Mail which I think will be a max of £46 for 2nd class (?) or nothing if they tell him to hoppit. Of course, the cynic in me also thinks perhaps he still has a nice lens...0
