this kind of stuff really irritates me.
The item isn't something I can resell, they expire early December, so not enough time to relist and repost.
I can refuse to refund right?

Well if he bought it last Sunday, paid on the same day, then presumably you also posted it Sunday, which was 7 days ago, so if he hasn't received it, then perhaps refund.Should've = Should HAVE (not 'of')

Also OP you cannot refuse to refund if buyer has not got item, sellers remain responsible for goods until buyers get them and if you don't refund willingly then ebay/paypal will do it for you.
Unfortunately if you do have poor dispatch abilities this will mean an increase in issues as it gives you less time for items to arrive, as it might already be 'late' by the time it is sent (if you see what I mean). It is only a seller that suffers from not being able to post, it is not the buyer.

Ours is 9-5 Mon -Fri and 9-1.30 I think on Sat, but Sat post goes at 11.30am:heartsmil When you find people who not only tolerate your quirks but celebrate them with glad cries of "Me too!" be sure to cherish them. Because these weirdos are your true family.0

Mine is open 9-5, which is also my working hours, hence why Saturday is the only day I can post. I wish we had one open till 8. There's one open till 6, but during rush hour I wouldn't make it.

In that case buyer can easily open a case tomorrow and be refunded 10 days later. Personally I would wait until the middle or end of next week and refund if buyer will give you that extra time. For a buyer the wait starts when they pay, so trying to get them to wait near to the 2 weeks mark is often posisble.
