Leak before water meter

THe water meter is in our cellar and there is a stop tap just before the meter, which has started dripping.

Is the water board responsible for it?

    Nope , water board are responsible up to your boundary, they are not responsible for internal pipework

    This is correct.

    The water company are not even responsible for the pipework before our property as we are on a private system and they refuse to take it over. We had a leak not that long ago and we all had to get it repaired(by law) ourselves or let them do it and we pay them, which we did.
