Do 3 only start taking payments once you activate a SIM..?

I got a 2nd phone added to my contract in June from 3 for my OH.. They were already on 3, but as a PAYG customer. They wanted to keep their current number/deal so never actually tuend the new phone on with the number that 3 sent me..
Just checking thru my bank statements for something and 3 have never actually taken any monthly payments for this new contract. They took the £10.00 upfront fee for the 2nd phone but that was that.
Just wondering if it has something to do with us not turning the NEW sim on and never actually using it?
