PCN Issued...why i don't fully understand

I hope someone can help me. I was issued with a pcn last week whilst parking in Hemle Hempstead.
The PCN states the following:
"Parked in a restricted street during prescribed hours (01)"
I have no idea why they have only issued this to my car. There were 3 cars parked next to each other and none of the other two had any tickets. I know this as the other 2 cars happen to be colleagues cars.

Here is a picture of the place where the ticket was issued. Mine is the black mercedes the furthers in the picture.
There were no signs to say no parking in front of this disused car park, there were no yellow lines where we parked and there were no signs about parking restrictions within close proximity to the place where the car was parked.
Can anyone tell me what the best course of action is to contest this. I've had a look at the councils parking policy and there are two sections which i wish to highlight.
Footway Parking
This is not currently enforceable outside of London and it will only be possible to issue Penalty Charge Notices to vehicles where vehicles are parked alongside a valid parking restriction.
Obstruction
Legislation does not allow purely Local Authorities to issue Penalty Charge Notices to vehicles that are parked in an obstructive manner

What is the contravention as listed on the PCN ?
I'm no expert on this but it looks like you are parked across a dropped kerb which I believe can attract a PCN.0 -

What about on the road? Parking on a verge/side street/pavement doesn't mean the lines on the road adjacent don't apply.
There may not be a sign nearby if you are in a Controlled Parking Zone.
Need a better photo of the road really.0 -
Yes there were yellow lines on the main road. There were no signs in close proximity. Thats not to say there were no signs...it was a long road...
It doesn't explain why it was only my car they ticketed though.0 -
From memory, DYL's do not require street plates to confirm their validity - all others do.0

Hi Buzby, i understand the validity of the DYL, however there wasn;t any on the section i parked at and it doesn't explain why out of the three cars only i was issued with a ticket. Surely it should have been given to all three.0

I can't see the picture as the internet police won't let me view Dropbox, however;
1. Other cars not getting a ticket is not a valid defence, unfair though it might seem.
2. If you are parked off the road, but the road has double yellows (or any other markings) then those markings apply off the road as well (e.g. from the centre of the highway to the boundary of the property at the side of the road. So that includes the pavement, grass verges, etc.Je Suis Cecil.0 -
