Hi all, parked in a little car park this week that is just big enough for about 15 cars. It is not a well made park or secure. it is a bit of land that was changed to a carpark after some kind of building was knocked down.
Firstly i will state that i parked in a bay which said staff or customers only. the sign did not state what shop etc.
Every bay had a sign. very confusing for me was there seems to be two PPC`s running the park.

Pic One, premier parking services
The sign was high up on a wall and very very hard to read, had to hold the camera above my head to get it. It was also the only sign PPS had on display and seemed badly placed. Their is nothing on the sign about getting a PCN just clamping stuff. But please quote me i wrong.

Pic two, euro car parks.

These spaces are reserved for permit holders. Yet the pic 3 says customers and staff only.

Pic three, a sign with minimal information.

This sign contradicts the above it says customers etc but no information to which shop or any other terms. How would the ppc guy know i wasnt a customer. this sign is also on display in every bay tagged to a fence and under the sign from PPS and euro car parks.
yet in pic four, It said on some a specific registration number??

this sign has a registration on display this time. Yet again it threatened you will be fined! not a pcn and as with the avove just a basic sign laminated in some office.

I would appricaite some feedback on the pics and the confusing state of the signs as to who is managing this site and the wording you will be fined. If needed will take more pics.
So it appears i should have been clamped, fined, issued a pcn and allowed to be a customer all in one day in the same space!!!
The word about the scammers is spreading like marmite here in the westcountry.
We workers all love it and the ppc hate it :rotfl:

    Fair enough, park illegally, get fined. But since anyone parking there won't be breaking the law or any TRO, there can't be a fine.

    Simples!

    Now try explaining that to whoever posted the sign.

    I was of the impression that clamping on private land was outlawed last month?
    Therefore the 1st notice is complete nonsense and would embarrass the BPA by having it's logo on it!

    Notice 3 does state 'service point' so I am guessing that is in fact the shop it applies to? However how do they know who their 'customers' are in any case?

    All the different 'parking notices' serve is to act as a defence (even if any were necessary which they aren't as none of them are enforceable in any way) of liable to cause confusion.
    Unless specifically stated all posts by me are my own considered opinion.

    thanx guys. I am aware of the above but what I mean is.is it worth my time reporting to dvla etc when it's not clear who running the park. a sign clearly stating clamping only and the signs saying fine!. are they allowed use the word fine. I thought that was for police and council.

    I seriously doubt that the people responsible for the Service Point signs are members of the BPA or have access to the DVLA database, so no point in that case. Probably a hand-made sign by the owner of the parking space(s) as a threat more than anything else.

    what about the two ppc signs and the one on just clamping.
    just a quick note I appealed to a ppc and it got rejected. I sent a letter saying wish to appeal via popla. have heard nothing at all since. strange that isn't it

    Fancy naming (and shaming) them?

    What are the actual sanctions if a PPC doesn't issue a POPLA claim reference? I assume it would effectively render any further requests for payment from them null and void (i.e. more null and void than they were in the first place). Would reporting them to BPA (if members)/DVLA achieve anything?

    They have 35 days, after that the appeal has been accepted.

    Another chaser letter after that and they could be dropped in hot water I suspect.

    I was thinking that if one did 'appeal' to the PPC and in stating that one is doing so so one can appeal to POPLA then EVERY PPC will accept your 'appeal'??? I suppose one would have to word it to let the PPC know that you won't mind if the POPLA appeal was not sucessful as youre one who is just not going to pay them whatever! :).

    back to my original post. the little car park is very confusing and the signs saying fined. shouldn't the ppc take them down if they have been done by the shop owners

    it is very unclear who is patrolling the park you have two different company's saying clamp or pcn. is it one or the other

    my aim is to complain and try to get dvla attention.
