PCN notice

am I correct in thinking that if a parking bay on a street, has some of the white road markings covered over by new tarmac it is not clearly marked as a parking bay so a fixed parking notice would not apply.

Pete we can't answer you without specifics, like who for example issued the ticket to you, are there any signs, etc etc
Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!
Do you really need to ask what kind of people run parking companies?

Wrong. That's not the case these days, as long as a bay is 'substantially compliant'.

And Councils can't issue 'fixed parking notices'.

You need to look for other avenues of appeal if you have a Council PCN.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

The PCN was issued by sheffield city council. About 70% of the white lines were missing or covered with new tarmac. There were signs to say pay & display on posts on the pavement each side of the road. More coments welcome. Sorry its not a fixed penalty notice. Its a Penalty charge notice.

Well, they're pretty much the same thing. You can't make a paper plane out of this piece of paper so you'd better appeal it.
