am I correct in thinking that if a parking bay on a street, has some of the white road markings covered over by new tarmac it is not clearly marked as a parking bay so a fixed parking notice would not apply.

Pete we can't answer you without specifics, like who for example issued the ticket to you, are there any signs, etc etcExcel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!

Wrong. That's not the case these days, as long as a bay is 'substantially compliant'.
And Councils can't issue 'fixed parking notices'.
You need to look for other avenues of appeal if you have a Council PCN.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
