Euro and Exit Barriers Questions

A Sainsbury's in Norwich uses Euro PPC. Its car park has barriers on entrance, where you get a card(in Sainsburys that card is then 'authorised' to show you have been a Sainsbury shopper) and on exit where you put said card in a machine which lifts the barrier allowing car to exit. The Euro signage says that all cars parked over 2 hours will be charged £50.
My first question is: What if one stayed over 2 hours, recieved a ticket, what happens at the exit barrier?

Also, on the Euro's signage it states what fee amounts for non-Sainsbury shoppers. These shoppers would not have had their cards 'authorized' in shop. To exit under 2 hours they, I expect, would pay a car parking fee. (Can't remember amounts but not extortionate at all.) But if one had been over two hours how would the exit barrier work? Its manned of course. Would one be required to hand over £50 before being let out? Or would that be illegal on Euro's part?
Or would Euro hand you a PCN before allowing you to drive out?

  • Happened my mate he didn't have money to pay so they gave him a invoice and let him on his way. 4 or 5 letters later they gave up chasing it.

    Thanks. I suspected that might be the case.

    I suspect also, hence why I asked, that refusing to let a car out by not lifting a barrier is illegal?????

    Right, read carefully.
    So, question is, what would one do if a Euro PPC employee refused to lift barrier if a driver refuses to pay the £50 there and then? Or does this never happen?

    Also, as its on private land and a driver who does not pay refuses to move out of the way of the barrier....what could be the possible range of outcomes?

    Range of outcomes is utter chaos public disorder breach of the peace etc etc ..which is why they almost certainly would not risk not lifting the barrier.

    You would have a queue of anger people behind you. I would not move until they lifted the barrier.

    Thats what I would do. Ask for the 'invoice' of course first. Not leaving with that! But that was my point. If I ask them to give me the 'invoice' so I could pay/appeal later, then on what basis could they refuse to lift the barrier? After getting through of course they will have no hope to getting 'paid'.
