Look at all the available information that you can - but ultimately offer what you think is a fair price, and what you think the property is worth.
Some things to consider when making your decision:
*Look at how much similar properties have sold for in the local area
*Is there any work on it that "needs" done (not want, or would be nice need) - you have mentioned a new boiler - how much would that cost to change?
*What is the maximum that you are prepared to pay? (The maximum that the property is worth to you - decide this before you get into making an offer, so you don't get carried away and regret offering too much too quickly)
*what did the current owner pay for the property, and when?
*Have they improved the property considerable in that time/at all? (extension etc)
*Is it a case that houses like this in this area rarely come on to the market (so if your offer were to be refused, would you happily walk away and wait for something else you like to come along)?

I would also suggest whatever price bracket you decide on to make the offer specifc - eg 82,967. That sometimes receives better responses from vendors who think that you have given serious thought to the number rather than round numbers like £82,500 which often encourage them to make a counter offer.

Research land registry sold prices for the street and area for the last year or eighteen months - a lot more than one neighbouring property and not as far back as 2010. Without that nobody can give you a sensible answer, that house could be massively overpriced or the bargain of the decade.Declutterbug-in-progress.⭐️⭐️⭐️ ⭐️⭐️0

I would never offer a price like £82,967! Each to their own though!
It is more generally suggested that a figure such as £72k or £72,500 (or other odd hundreds) is used instead of say £70k flat, but I would definitely not be including single pounds like ...967 at the end. Just looks like you've had to raid the piggy bank!
