Home loss and disturbance payments any advice please?

Hi,
I have tried a search but didn't come up with anything.
Basically, have lived in my rented house for 3 years 8 months. It's rented off my housing association who lease it off the home owner. It's assured short hold tenancy.
I had a phone call yesterday from the housing association stating that I have 2 months notice to vacate the property as the landlord who they lease from wants his property back.
I have done a massive amount of work on this house and spent over 5k with carpets, garden fences, decking etc just general home improvements. The house is extremely well taken care off as when I signed for the house they told me my tenancy was for 10 years, but I won't get into that.
I have found a property that I would like to rent, it's private as I don't really want to go down the council route as I don't need to as I can afford to private rent so will be taking a house I don't really need iykwim.
I have the money just about to move into this new house before Xmas so I can move out of this housing association property in 3 weeks.
I have just been told about a home loss payment of £4700 and disturbance payment of whatever amount. Now the house I am moving into needs to be decorated, I can't take my carpets as they won't fit into the rooms etc and the house needs a general update.
Basically the question I am asking is, am I entitled to the home loss payment. My housing association are absolutely useless and that's another thread on its own. They didn't tell me about these payments and help with removal and connection costs etc, well why would they.
Would there be any specific reason why I am not?

Notice to quit must be served in writing, so you have not been given notice. Any payments or alternative arrangements may be communicated with this. Were you told your tenancy was ten years in writing? You cannot normally decorate or alter a private rented home without the written consent of the landlord.Declutterbug-in-progress.⭐️⭐️⭐️ ⭐️⭐️0

Take the fence up and the decking and sell it.....make the most of it, we are only here for the weekend.

The reason I spent so much money is because I want to live in a nice house. I'm not living in a hole just because its rented. How much money I have spent is not the issue anyway. If I want to lay carpets or decorate or have a nice garden for my children to play in then that's my choice.
Does everyone in rented accommodation or council housing just leave the house the way it is then and not make any improvements?0 -

They have sent the notice in the post today. I don't have it in writing I don't think, I was told by the housing manager when he signed the keys over to me. It's not an issue anyway as I need to move closer to my children's school etc.
I was given full consent to decorate my property and do the garden etc0 -

1) as Fire Fox says, notice cannot be given by phone - only in writing
2) get out your tenancy agreement - confirm what kind of tenancy you have.
3) who told you about the Home Loss and Disturbance grants? I suggest you check on the council or HA websites, or use google.

Most do yes, particularly those in shorter term accommodation which is the best part of the private rental market. Many landlord don't want tenants 'improving' the property on the grounds that the quality and taste are not always universal. Yes, most people prefer to keep their money and save it for the day they own their own place.0
