Email from Mike Butler after i asked him to confirm dates
The list below shows the six companies suspended with the dates they were suspended and the dates they can begin to apply for data again.
Combined Parking Solutions – Suspended on 30th August 2012. Due to be reinstated on 1st December 2012.
VP Parking Solutions – Suspended on 18th September 2012. Due to be reinstated on 19th December 2012
ANPR PC ltd – Suspended on 16th October 2012. Due to be reinstated on 17th January 2012
Roxburghe – Suspended on 16th October 2012. Due to be reinstated on 17th January 2012
Met Parking – Suspended on 16th October 2012. Due to be reinstated on 17th January 2012
Excel Parking Services – Suspended on 16th October 2012. Due to be reinstated on 17th January 2012
The actual dates of events that they can apply for depend on their business model. There are two types of operations:
An Automatic Number Plate Reader camera captures a VRM and then sends the request to DVLA within a few days. A suspension from 2 September to 2 December means that no enquiries can be made for events prior to or during those dates.
On screen ticketing gives the driver a period to pay (usually 28 days but sometimes different). Whatever that period is affects the application for data to DVLA. Using 28 days as an example:
A suspension on 2 September means that any tickets becoming due from 5 August cannot be requested on. Tickets issued from 4 November become due on 2 December so requests can be made for them. This still gives a three month effective suspension from 5 August to 4 November. The dates would change if the driver is only given, say, 14 days (or any other time period) to pay.

on reading the original post it would appear that the first 2 companies listed are at the end of their suspensions as if they use paper tickets and work 28days behind any person who gets a ticket has to take 28days off the suspension date.
so it appears that the first 2 of the companies can access data from people who park at the moment but have to wait 28days to get it and the other 3 companies actually only get 2 months suspension if they put paper tickets on cars in the third month and then resort back to anpr at the end of the third month0 -
Not sure which thread to put this on, so this one will do
I could be thinking too logically here, but if a PPC (or even POPLA) upholds an appeal it means that the invoice was issued incorrectly. If that is the case, they are admitting that they had no reason to have requested the keeper's details from the DVLA - any "decent" company would have checked their facts before requesting/accessing the information.

It's been a fortnight now since Mike Butler requested extra info following my complaint re APCOA and I've heard nothing since.Still don't understand why APCOA aren't on this list.
Is that within a reasonable time-frame to expect some sort of response? I have never had dealings with him before so perhaps others could throw some light on how efficient his department is in dealing with complaints.

They can't ban NCP, orders from the Queen.
Hopefully if they step out of line again the DVLA will increase the ban period.0
