Morrisons car park - staff took a pic of my car?

So I had to go to the bank earlier (near Morrisons) and had to buy some stuff too, so I went to the bank, then came back and bought some stuff from Morrisons. came out, put it in the boot and then as I was reversing out, I saw a staff member who looked like he was taking a pic/filming the car

I think I was supposed to buy a ticket, and then get it refunded after my purchase, but I didn't.

the car certainly isn't worth taking pics of, so it's not that... I was literally about 10 minutes all in all, and I still have the receipt. Will I get a fine? Will the receipt get me out of the fine?

    If you get a fake charge through the door ignore it, you shopped there, they have no loss
    Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
    They are all or have been suspended from accessing the DVLA database for gross misconduct!
    Do you really need to ask what kind of people run parking companies?

    You can't be fined, only the LA, police or inland revenue can issue fines.

    None of them issue fines. They issue civil penalties. The only place that can issue an enforcable fine is a judge in a court...a magistrates court or a crown court.

    Except to say that some Gov Departments issue their penalties in lieu of criminal proceedings so they are in effect enforceable because if you don't pay then you get prosecuted. (Unlike a PPC that is powerless)

    There is a lot of meaningless semantics round the word "fine" on here , in common usage to the man in the street it simply means a payment of monies as punishment for a wrong doing.
    So rather than argue the semantics that a PPC can't issue a "fine" maybe we should stick to the more clear statement that a PPC can't issue a "penalty" whatever word is used to describe it !

    Wrong the list of Government agencies that can issue penalties (commonly called fines) is much much longer than just the revenue !
  • Ask them for a 10x8 framed of course. Sorry, being silly just ignore them when/if you get the bit of paper, it sounds possible its a cheap self ticketing system.

    They issue penalties to avoid attempting to prosecute in a criminal court. A penalty can be issued to the alleged offender based on the balance of probabilities. If they think you did it then they'll issue a penalty. A court requires proof beyond reasonable doubt to issue a fine so an unpaid penalty can only be taken to court if the issuing authority has proof beyond reasonable doubt. In many cases they won't as they don't have that proof.

    Anyway, it's all pedantics the issuer of the ticket in the OP's case would only ever issue a parking charge...an invoice asking for payment and enforcement can only be done in a civil court such as a county court and a judge would throw them out when the defendant appears in court and defends it. That's if a parking company would ever bother taking it to court.

    Not all penalties are on balance some are in lieu of proceedings or in other words only issued when there is sufficent evidence to charge....not that it is relevant here but it is a fact.
  • If you do get a demand for money either ignore or

    return the store, fill a large trolley with many many different small items and then leabe it at customer services telling them you can't afford to pay fir the food as you have to pay their parking 'fine'.

    Shop elsewhere, advise as many people as possible to do the same.

    Also remember that photo "evidence" means nothing at all here. Just another scare tactic - Even in legit enforcement its the bottom of the evidential chain.
