    How the hell can a voluntary association govern anyone? member of their club or not?
    all an association can do is to kick you out if you break their rules surely?
    what can they do to a non member? Ban you from joining? :-)

    No, it's just a members' club with no statutory powers. The DVLA will only give you access to their database if you're a member, but if you don't want access to their database you have no need to join. Clampers don't need it, or at least they didn't, and many ticketing companies are happy to dish out fake tickets and collect the money from the people who pay immediately, without the need for threatening letters - eg http://www.dailyecho.co.uk/news/9998893.Cowboy_parking_firm_making_lives_a_misery/?action=complain&cid=10887513

    Is the Sign illegal? probably not, but if someone acts on it ( ie clamps a vehicle) thats a different matter, just like the sign below:
