No insurance!

I have the reg, theystopped and exchanged details, they just weren't insured and it seems it is just hard luck for me.
I cannot believe it cannot be acted upon, the police could easily go to the address and see the damage on their car, corroborate my story with whatever they say and take action.
It seems because there is no injured party they don't bother, just someone with a loss. I bet if the state was losing something they would be straight round to them.
We pay taxes for this as well?
Does anyone know what my chances are with the motor insurance bureau? How much power have they got, what action can they take etc..?
cheers
It will cost ton much to forensically link the two cars it won't prove who hit who and there is no continuity. So that's a non starter.
The mib won't force him to pay, they may pay you tho.0 -
