On a serious question how many times have you had to do this? I don't like smoking myself but I drive a lot and I can't remember ever having this problem with a guy smoking in a different car?

If you match the speed of the HGVs which are restricted to 56 mph you will not be overtaken and will use your fuel efficiently. Its likely their restrictors are more accurate than your speedo.0
