PNC from a pub car park - advice needed please

Hi guys, I'm hoping you can help. I've today received a PNC from a company called Norfolk Parking Enforcement & I'm thinking I should ignore, ignore, ignore!!! I went shopping in Aldi which I have used for many months & I'm fully aware of the Parking Eye scheme they use & always key in my reg plate after shopping (I'm a good girl
. Today I go to the store as usual & park in a bay. The store I use share the car park with a pub. The pub have now decided to use the services of a separate parking enforcement company. The car park was rammed & I pulled into a space with blue lines. I just assumed - stupidly, that Aldi had just redone the lines in a more distinctive colour. I didn't see a sign in front of me as I pulled in & no other markings in the bay telling me this was for the use of the pub users only. It was only when I got back to my car, exactly 8 mins after being issued the ticket & upon seeing the notice stuck to my window that I looked over to the side of the bay & saw a sign. Must have been 30 feet away, maybe more. I'm angry with myself for not noticing & for not thinking more as to why the lines were now blue. I have 14 days to pay the £60, if not I have to pay £100.They're very gracious though & give you 28 days to appeal. If I lose the appeal however I have to pay £100 & not £60!!!! Am I right in thinking that I should ignore this preposterous demand? Any advice would be greatly appreciated

Sounds like a private company, I doubt they are on the BPA list of approved operators so you might not even get any letters as they can't buy your details from the DVLA
So my advice is to ignore them.0 -

Well! You decide!
Here is what you need to know. The demand is unlawful because it does not reflect landowner losses, as such, this makes it unenforceable - which means that if the PPC took you to court, the case would be chucked out! The landowner in turn and his precious parking company and mere rogues no different from ParkingEye and ALDI out to make bucks for themselves via these illicit bullying tactics.
Now ask yourself again...

It could be that the pub licensee has done this off his own back, the car park and pub may well be the property of a brewery or pub chain etc, they as landowners may not even be aware a PPC is operating in their car park0 -

If it were true, no it still wouldn't make a difference. You need to realise that your demand is unlawful. There is no exclusive wordly club to which you may belong that turns an illegal demand into a legal demand. Yours is wholly illegal. Ignore them.0 -

Yes they are BPA AOS members but that means nothing, and if this paragraph from their website is anything to go by they don't know their ar5e from their elbow!
"The government has announced that parking enforcement providers will only be able to use Parking Charge Notices and that only be issued by those companies who are Approved Operators with The British Parking Association".0 -
I think I would disagree with you there, I'm certain they know exactly what the legislation says and means. They are not going to say "Oh by the way, you should tell us who the driver is, if you don't we will have to send our unenforcible invoices to the RK. If they don't pay we'll give up.""are they? they put the worst possible spin onto it to bamboozle the driver into paying. They know that if they don't get at least 50% (my guess) to just pay up it all falls down around their ears. Then the park owners will have to actually have an employee to help the people park, ie Manageing the car park.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0
