    If the supermarket is forced to pay the PPC, then why don't they just spend that money instead on a barrier and the wages for an employee to man that barrier?That's how it used to work in the good old (pre PPC) days.

    It might not even cost the supermarket any more staff wages. I know that when Tesco did this the existing trolley collectors did it as part of their normal duties. I imagine they used to like that, sitting in a cabin for an hour or so out of the wind and rain.

  • Thanks for everyones advice on this site, I received a ticket last week and my intitial panic was 'omg I cant afford this!. I am now following the advice to ignore them and they have even provided me with a topic for a presentation I have to do to pass one of the modules for my English class ' Unscrupulous Private Parking Firms.'

    I looking forward to presenting it to the whole class who will no doubt pass this information on.

    Ive been issued with a car parking £60 fixed penalty for parking/stopping in a restricted area at my local airport.
    To cut a long story short I did stop in a restricted zone (cant remember if the lines where red or yellow) for the following reason. After picking up three passengers and their luggage I was driving out of the carpark when the rear hatch of my vehicle became unlatched and there was a subsequent safety risk to my passengers, myself and other road users. I stopped at the first safe opportunity and resecured the rear hatch. My passengers remained in the car and only activity that I was engaged in during this time was ensuring that the rear hatch was secure. Since recieving the fixed penalty I have timed myself stopping, opening the door, resecuring the rear hatch and then driving off again. The average time taken was 19 seconds!
    I have explained this to the ticket issuer via appeal but they have rejected the appeal.
    In my opinion the only reason that I stopped in the restricted area was to deal with what I deemed to be a genuine emergency.
    Is it a good idea to appeal to POPLA?

    You'd be better off starting your own thread but you mention "fixed penalty" and POPLA - who issued the ticket as it can't be a fixed penalty if it's a private "ticket" and POPLA is for private "tickets" only

  • It is a good idea to appeal to nobody, you cannot go to POPLA until you have exhausted diplomacy with the issuing body. Am I to take it this is APCOA? Whoever it is needs to give you a POPLA reference number but I don't think stopping at airports is dealt with by POPLA and it certainly isn't serious enough for anyone to take you to court. Nobody would be able to prove that your action cost them £60 which means that the demand is nothing more than an illegal penalty.

    If you wish to communicate, write to the body that issued the ticket first, deny it (don't "appeal") on account of the sum being in excess of losses, tell them to resolve the matter in court if they are not happy.

    If this is indeed a private ticket almost certainly from APCOA for an alleged breach of contract on private land , surely that ought to be dealt with by POPLA.
    In fact since no loading/unloading was taking place the very act of stopping the vehicle could surely be correctly described as Parking..so this is a Parking on Private Land matter = POPLA...IMHO

    How can a driver be responsible for an adult who was not driving from opening the door and getting out ? If they are in a middle of a traffic jam what possible loss can happen ? The vehicle wasn't parked so this has nothing to do with popla because they deal with parking on private land, well that's the theory at least lol
    Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
    They are all or have been suspended from accessing the DVLA database for gross misconduct!
    Do you really need to ask what kind of people run parking companies?
