Like others have said check what the lease says. I live in a block of 15 flats, at least 6 of the residents have 2 cars. We have 4 visitor spaces - and that is where the others park their second car. Nothing mentioned in the lease about the prevention of this and not much can be done. A friend who lives in a bigger block of flats in a different area has a management system and they get fined it a residents car is parked in a visitor space! The spaces would probably be unused if only left for visitors and I don't think it causes that much of an issue - people are aware of it when they buy a flat with one space! As you said, you have no car so it shouldn't worry you too much unless you have visitors who can't park every time.
The bin issue does sound odd or bad planning - if the spaces are meant for cars should there be a seperate bin storage area that is not being used, or maybe those spaces have been cornered off for a reason? Oops just re-read - the spaces are blocked off for a reason! Maybe check with the management company as it sounds like the spaces were planned before thinking through access!
  • Used to live in a flat with it's own garage and driveway. There was a little car park around the back with 3 visitor spaces and 1 allocated space for the house next door. House next door didn't have a drive or garage (design of the housing estate). The occupants next door had 4 cars and treated the car park as their own private car park. Even putting their bins in the spaces to stop anyone else parking.
