It's not compulsory, and your feedback profile will usually reflect your trading profile relative to everyone else.
I always leave it on receipt of an item as a buyer or on payment/dispatch as a seller. I don't agree with buyers having it at all but it seems to help encourage them to leave it - but in general even where there is no culture of leaving feedback some people will still use it. I don't leave it if I have an INR which doesn't arrive (not going to self-incriminate) but I'm not as scared as some people about marking people down.
