Remember that he owns the tree and if you dispose of the leaves it could be classed as theft. I'd just sweep them up and give them back to him.
When you next prune the tree on your side go right back to the boundry and do give the branches back as you don't want to be arrested for theft))))

I think you'll find that selling ash trees (even potted ones) is now illegal since the bloody foreigners infected all our trees as part of their masterplan for only euro trees to be allowed.
Apparently the infection came about because we were sending seeds to Holland, they were growing them into baby trees and sending them back. On what planet does that make sense? I expect it's to do with some sort of EU agricultural policy subsidy
As to the OP "who sweeps the leaves" the answer is "anyone who cares"
