Rather than being stuck in the 19th century it is to impersonate check the individual to ensure they do actually reside at the address.
It may perhaps prove the statement was posted to that address, but it certainly doesn't prove the person resides there. People faking identities use empty houses like box numbers, and go and pick up "their" mail from them.
Car ringers and the like pass on tips to each other of suitable houses to use.
