Using a bank statement as one form of ID - only have online statements

    It may perhaps prove the statement was posted to that address, but it certainly doesn't prove the person resides there. People faking identities use empty houses like box numbers, and go and pick up "their" mail from them.

    Car ringers and the like pass on tips to each other of suitable houses to use.

    It is pathetically easy to create a false identity. The vetting system merely makes life dificult for innocent people.
