Why don't you just ask the person doing it?
I can afford anything that I want.
Just so long as I don't want much.

Its funny but I doubt it. Fabric Softener contains DETA - Diethylenetriamine (say that ten times fast!). DETA is used as an asphalt additive so it seems likely that they are using lenor as an alternative or because they were let down by a chems supplier. It's the kind of thing i'd have expected of a cowboy but there you go.

It's because it makes the tarmac easier to iron?

Well they are behaving like cowboy builders, they started off stripping the old tarmac before laying the new surface then they gave up and just slapped new tarmac on top of the old crumbling stuff and to make matters worse they tapped the water main with a stand pipe and started hosing down the tarmac to make it cool faster.
Did they have a stand pipe with a water meter on it? Near to where I work I often see a guy parked up filling a huge container on the back of his truck. I thought he was stealing until I saw the meter - it isn't obvious from a distance.

Because I don't want to seem like I am a nosey neighbour

Aah! - reminds me of that old saying:

"if you don't want to appear like a nosey neighbour, then don't covertly survey contractors who are working on someone else's property before publicly analysing details about their working practices on an Internet forum"
